AYJ Submission: Justice Select Committee Inquiry on Reoffending and Rehabilitation

The AYJ has provided written  and oral  evidence to the Justice Select Committee’s inquiry into reoffending and rehabilitation, highlighting just how far the children’s secure estate is from providing a rehabilitative regime to children and urging the government to prioritise long-term positive change for children.

Our response highlights the urgent need to improve conditions in the children’s secure estate, ensure custody is only ever a last resort, and address racial disparities in reoffending rates. We call for the closure of Young Offender Institutions, investment in smaller, welfare-based establishments, and greater partnership with community organisations to support rehabilitation.
